The Childhood Development Initiative (CDI) was engaged by Tusla to develop an Outcomes Framework for the National Area-Based Childhood (ABC) Programme and the Prevention Partnership and Family Support (PPFS) Service.  

The CDI staff brought an extensive grounded knowledge in the theory and practice of Outcomes Frameworks, utilising learning from a national and international perspective.  A wide-ranging consultative process was undertaken across the ABC programme and several Tusla services to inform the Framework.

The CDI staff demonstrated a commitment to participative practice throughout this process, allowing adequate time for staff to grapple with the complexities of defining outcomes for children, parents, and services and to explore how such outcomes could be measured. 

The initial operationalisation of the ABC Framework will commence in January 2023 and the work undertaken with the PPFS Framework is informing the Tusla-wide work to develop a whole of Agency Framework.
